Welcome to the City of Harlem online utility billing application and payment page for your Garbage Service.

Clicking on the link below will take you to the website to set up your account to make payments, view your bills, view your usage, etc.  To set up the account you will need your 9-digit account number and amount of your last payment for verification purposes.  You can also make a one-time payment without setting up an account.  Once you reach the website, click on Utility Billing and choose the option you prefer.

** When paying with a debit/credit card or by eCheck , there is a third party merchant processing fee for these services. Currently those fees are $2.00 for each transaction.**

**Please note:  the City also offers automatic draft from your checking account.  Drafts are made on the 15th of the month to avoid penalties.  There is no fee for this option.  There is an application to be completed and submitted with a voided check or letter from your bank confirming the routing number and bank account number for this service.  Contact City Hall at 706-556-3448 for further information.**

Payments received after 5:00 p.m. will be processed the following business day. To avoid the 10% penalty, payments must be made prior to 5:00 p.m. on the 15th.  

If your service has been suspended for non-payment and your cart(s) have been picked up, after making your payment on-line, you must call City Hall at (706) 556-3448 to assure restoration of service.  The account must be paid in full including the $50.00 delinquent fee.
